    “Unattended Kashmir and jammu>”
The problemsof Jammu and Kashmir have never been addressed by the local or central government. The cure for the them has been “chalta Hai” because they are not being diagnosed properly and that is why they recur so frequently and entail not only loss of property but consume very precious and innocent human lives.
Kashmir’s problem stems more from Pakistans instability and Delhi’s poor understanding and improper handling of the situation and jammu suffers from the apathy of the State government. There are many issues linked together.Infact when Ipredicted Kargil war in 1996 and the Hindu news paper hinted to my argument no body in government circles and it occured in 1999.Similarly when I wrote to Jammu and Kashmir Gover Genl.K.V.Krishna Rao in july 1989 things are going bad inkashmir he responded every thing was alright in kashmir but finally it went out of hand and things continue to go worse.Government of India should have a serious intellectual investment into the matter only military and police can not solve problem they exercise coercion but the other side of a political ideology is persuation and there are ways of doing that but where does government have time. The government always depends on people who virtually do not have a any knowledge of what is happening at grassroot level in kashmir.
The lumpan politicians create issues which prop them up and kashmir has plenty of them.Neither kashmir will be independent nor will it become part of Pakistan but the kashmirees will continue to suffer.Pandits have suffered worse leaving their homes and muslims have no cocensus about what they want. Amarnath Shrine is a common heritage to kashmirees(both hindus and muslims) and a strong link with the rest of world because pligrims from various parts of world. In fact the material benefits derived from Amarnath Shrine always go to muslims of kashmir be it a pony walla, sellers of craft items such as Shawl or fruit sellersand spiritual satisfaction is derived by Hindus.
Kashmirees are forgetting the fact that Pakistan was thrown like a toilet paper by United States after the Cold war ended. Her internal problems are so complex that they neither allow Pakistan to transcend to Democracy nor uphold dictatorial regime. There aremany “Tans”withinthePakistan,Pakhtunistan,Baloc-histan Mojiristan,Sindistan no body is happy and with Afghnistan growing under NATO care many more Tans may shoot up in Pakistan to incapacitate whatever semblance of country is left.Kashmir can not be independent because it has no history like that Srinagra was founded by Ashoka,It was part of Mughal Kingdom there are many things which I do not intend to indicate here. But people in kashmir require a serious material andmentalengagement.
Regarding Jammu people need to be serious about the negligence that the region has followed in every sector. If kashmirees move out from region slowly it will be a great blow to Jammu’s economy. It has not grown the institutional infrastructure that could lead the region.Colonies after colonies proliferated with out basic amenities. Look at the sources of power and water in jammu properto say theleast.Jammuites need to be much more concious about what is happening aroud them. Ithink the Militant attack in Chinnore should be the eye opener. Believing in “Chalta Hai “any more amounts to commiting a sucide.Professor RATTAN L.AL HANGLOO,CHAIR OF INDIAN STUDIES,Port of Spain,South America (Carribean)

Professor Rattan lal Hangloo IS A WELL KNOWN SCHOLAR ON INDIAN HISTORY WITH SPECIAL REFERENCE TO KASHMIR.HIS WRITINGS DO REFLECT THAT HE IS VERY PASSIONATE ABOUT PEACE IN KASHMIR AND JAMMU REGION.THE GREATEST THING I HAVE NOTICED IN HIS WRITINGS IS THAT HIS APPROACH IS NOT COMMUNAL.HE VIEWS KASHMIR PROBLEM FROM A VERY SCIENTIFIC PERSPECTIVE AND WITH AUTHENTIC DETAIL.

I have read Professor R.L.Hangloo’s essay on conversion and very recent article on Hindu Muslim relations in kashmir published from London,he illustrates those crucial links of kashmiriyat which held it in harmonious nature for such a long time.Isincerely appreciate and love his writings on kashmir.Hope he continues writing with same concern and perspective which I love reading because he always shells out very new information always. He has his own style and Iadmire that.

As Professor Hangloo has illustrated in his aricle above the problems for the Jammu & Kashmir are varied and they need multi pronged approach. The state, the public and the other agencies should give a serious thought to what Professor has said.Other wise as he says that the approach of cHalta Hai will land the region in serious trouble. Let us reinforce the earlier characterisation of kashmir that it was a heaven so that flowers of all colours bloom again in the entire region.
